Didn't design bridges (which may very well have HIGHER numbers) but always used a "Safety Factor" of at least seven times the absolute maximum load for design of structures.
In addition, I recall seeing a note that said the bridge is privately owned, which cuts out the corruption/graft factor involved in most-if-not-all gummint projects.

Your a better man than me. Even worst if you can see through the deck. The Mackinaw Bridge is that way. Dont enjoy those.
