They better not be keeping their percentage. If so they’d be saying “We’ve decided we don’t want your business, but we’re still Pickens the commission as if we completed the job. FU!” If they did that is still run a chargeback on them through Visa.
And even then, they’ve STILL damaged the donors and recipients because they tied up the money for days/weeks that an honest company would have paid out immediately. Many of those donors probably couldn’t afford to do a double donation through an honest conduit and wait to get the first one back. They should be made to pay for that.
