This is a study under NIDA https://nida.nih.gov —The Natl Institute on Drug Abuse. The NIDA is not Fauxi’s NIAID (nat inst allergy and infectious disease) as it runs parallel with different research objectives, but is still under the NIH (nat institueS of health umbrella) run by Francis Collins.
Looks like the study is to evaluate the drug interaction of cocaine with a proprietary agent on telemetry using the vest (heart, cardiovascular, lung). They have written in other agents of abuse like meth and opiates into the proposal. My guess is that the proprietary agent is a rescue agent or an anti abuse agent of some sort. It looks like the researchers are scaling this from rodents into larger animals (dogs). Usually this is specifically done to evaluate cardiovascular effects, before moving research to humans, if it merits going there.
Yes, animals are used in research. The rules and regs for humane care and use for lab animals in the US is extreme, in favor of the animals. I have experienced this first hand at both the university level and the NIH.
Yes, some people do treat animals poorly, have experiments that are not appropriate, and are evil.
Why should Beagles (or any dog or pet) suffer because of someone’s drug addiction? How is that justified? No. I won’t stop.
