In my hockey playing days and coaching emphasized the ref only sees and penalizes the retaliation unless it the foul on you is blatant. Best to note the number of the player and when the time presents itself, make your statement count in an unambiguous and clear manner.

They are not mutually exclusive. Doocey could have had a pleasant conversation and requested a public apology. Then when asked about his conversation instead of revealing it verbatim should have said that it was confidential. That way Peter comes off as "the big man", get's the publicity of having everyone know the President called him and yet he does the right and just thing by requesting a more public apology. Clearly Brandon won this battle, he abused him, didn't apologize and gave Psaki the ability to make him look like he apologized and was the bigger man.
