V.P. Pence was in charge of the Covid team.
Trump chose his team in the vaccine/pandemic Executive order in Sept 2019.
Fauci was part of the team from the beginning. He pushed himself forward. Nobody stopped him I don’t think anybody specifically pushed him forward — not Trump and not Pence. If Pence had done it, Trump could have overridden him had he wanted to.
