To be honest, requirements have never been a written rule, as far as I know, only commonsense.
The PING was after the fact about 95% of the time. For the other 5%, it was for obvious trolls, and the Admin_Mods left them around for a bit so be could have fun.

It is not up to me, but I was always very cautious if I pinged for/about anyone that was not zotted/banned yet (my list was very small (I would ping TheOldLady, DarkWing104, and 50mm). The first 2 had the main ping lists (they were huge, and they never publicly posted them that I can remember).

I believe I know who you are talking about.. I remember making trouble in a thread a few days ago (and his name alone should make the red flags fly, and the warning bells ring)...

I think the best way to judge whether they are worth it or not, is if your are certain enough that if you ping (or hit abuse) an Admin_Mod, that they would follow through and ban the person. (Think outside the box, nothing personal or heated moment.)

That's how it used to work. If there was suspected troll, a mod was pinged. If action was taken, then the list was pinged....after the fact.
