So the new cement fence does not surround the structure but just the pond? That seems a bit bizarre? What is the point of fencing off the pond?strange habbenings for sure!

Could there be a structure under the fountain and they can't have us know that it's there?
There are subbasements under the WH. I cannot tell if they extend under the north portico.
