Hitler did not defund HIS police. he only wanted to defund the police that were in place during the Weimar regime who were not unwavering Nazi party loyalists.
Goering took over the domestic police and created the Gestapo out of the existing Prussian secret police
Then you had the SA which was the old paramilitary organization of Ernst Rohm active in 1933.
The SS, originally Hitlers bodyguards, largely replaced the SA and grew under Himmler and Heydrich to become a separate army in itself with its own secret police organizations.
The key thing to watch for is the federalization and integration of non-American citizens into local police forces.
