In Kazakhstan, this is the order of events.

1. The people get riled and move against the government.
2. The police and military, up to now supporting their government paymasters, change and support the people.
3. The government falls. The military takes over in the name of the people.
4. Foreign powers prepare to intervene to reinstate the old government.

I suspect the Plan is to execute Steps #1 thru #3 and prevent Step #4. The event that will unite the people against the government is the exposure of child trafficking among the government's members as a rite of passage.
