Just tell the HOA that you're practicing "Native Horticulture".
Then, plant a couple weeds (strictly on the sly) in front of the HOA office that'll spread a bit, invite the local newsies to come take a couple pix and write a bit about it and first thing you know, you'll start a trend. /sarc
(I know certain people who had a nosy neighbor who was also a lawn watering/fertilizing/mowing nutcase. He got to be a nuisance and they mixed various garden seeds, sowed the guy's front lawn and spent the rest of the summer watching him battle the sudden attack of "weeds".....especially the watermelon and zucchini.)
