Reading down the comments indicate that this is from a movie called “Max”. I don’t go to movies, so I can’t confirm, but reading the synopsis on Wiki, it appears plausible.
Texas State Guard can only be nationalized in the event of insurrection as they are fully supported by Texas. The National Guard and Air Guard can be nationalized as the DoD pays that freight.
