“The scope of care” is just a word phrase for it is not in their job description. Like a roofer cannot diagnose a leak in the roof, but when the doctor tells them to build that roof and with what kind of roofing...... GET IT?

No, the scope of care is a legal definition what what a licensee is allowed to do and not allowed to do. It is not just a word phrase — its a condition of the license which is required for a job...
