That area of Philly is very “mixed” — I often worked at The Watermark (a few blocks away on Franklin Town Blvd.) — one street might be nice apartments, renovated brownstone-type row houses, a private school ... but stray a block one way or the other and you’re in ghetto-land.
Same thing a few blocks up on Broad Street — the areas around Temple U. are generally decent; but go 2 blocks either way and it’s bad news. Lots of the kids share apartments there, but it’s iffy, at best. And the murders/attacks/robberies & rapes are often pushed down the memory hole ASAP.

Oh, I'm extraordinarily familiar with the neighborhood, all four of my family members did time at Community College of Phila. It's just that very few of the businesses in that particular neighborhood are owned by non-Asians. You need to go a few blocks up Broad street. My daughter used to complain that there were no non-asian choices, all halal or junk chinese food for lunch or dinner when she was recently at CCP.
You are correct that it's not an Asian neighborhood by any stretch, but they do tend to own an outsized number of businesses, especially food/restaurant businesses there. BTW - you obviously know the city extremely well, if you're still in the city and would like to meet up, FReepmail me. As you surely know, not too many FReepers actually in the city.
