Why didn’t Trump undo that?

Trump did cancel the policy, but by that time most of the conservatives had been pushed out of the upper ranks and woke believers were moved into their place. The woke policies continur=ed even without an official policy. Biden put the policy back in place, but the "Deep State operatives" had kept it going. There was a huge resistance to Trump from the wokeists in the ranks.
