Josh and that girl were “courting” which is something that bunch does. They don’t date, they court. Which means they are serious about marriage. When they court and they go out a chaperone must be with them, usually a sibling. They hold hands but never kiss (or sex) until marriage.
After what Josh confessed, he was not allowed to court that girl. Her parents had some sense about them, just not enough to call the police.
