Hospitals are graded on patient outcomes. They can lose accreditation, govt monies and grants and lose being insurance companies providers with too many deaths or bad outcomes.

One reason why hospitals go above and beyond with testing etc

A hospital that is “Purposely killing people” would not survive based upon the public knowledge.
