Just like cigarettes and booze the tax is paid by the distributor when they receive the product. They just get their money back when the product is sold at retail.

You can thank the mob for states changing their laws on that practice. Michael Franzese ran a scam where he would open up a gas station under a corporation and fake names, collect the gasoline tax and never pay it to the state of NY. When the state caught on they would simply shut down and run the same scam again with different identities. It was brilliant because the gas stations were otherwise run legitimately.

That brings to mind another consideration. There was federal legislation a while back that prohibited banks from doing business with cannibas shops. So they operate with a lot of cash on hand. Thus, Willie Sutton’s wisdom.
