Please see the post above by naturalman 1975 (?). He lives in Austrailia and explains that much of the "camps" are for Aboriginals. He explains how the Abbos' healthcare system is designed, how the government AND the Abbos feel about all of this. It's an eye-opener. If you ever lived around an Indian reservation, before they got a casino, you may be able to relate. It's almost "noblesse oblige."
