I have a chess app with a skill level that can be adjusted from 1 to 25. Where would the 25 skill level rank in the chess world?

Depends on which app. Actually, you could download the Play Magnus app, which has a chess engine which has been tuned to emulate his style of play at different ages. Look for it on the app stores.

Between 2100 and 2300, probably. Incredibly hard to beat. These ratings have become a tad inflated over the years, but the highest of high skill levels have also definitely improved through the use of computer analysis.
