Why would the Sheriff only recommend charges? Can’t the Sheriff file the charges and pass them on to the prosecutor?

The sheriff recommends the charges (based on whether the elements of the crime were met) and then the prosecutor issues the warrant or charges. Cops get the evidence, prosecutors make sure enough elements are met to win a conviction.

I think that is what it means and this is just a different way of saying it.
