Spending bills cannot originate in the U.S. Senate. It has to originate in the House and be the same bill. If what you are is the case, then it still has to go back through the Senate for final passage before it gets to the President’s desk to sign into law.
That was the case under the Constitution.
Usurpation Day did away with that.
