Good thing he wasn’t quoting from Twain, Faulkner, Steinbeck, Hemingway, Flannery O’Connor, etc., who all used that the -er version because that’s how certain people would have referred to blacks. The mountain men of A.B. Guthrie’s “Big Sky”, all white men, called each other that. And some whites in Dee Brown’s “Creek Mary’s Blood” referred to Creeks and Cherokees as “red n*ggers.”

That stemmed from a member of the (Washington) DC City Council who used the word in a written report. It caused an uproar, and I think the person had to resign under pressure.
Rush drew attention to it, and said the word several times on the air. In fact, I think he referred back to it on a number of occasions.
