Peter Navarro is full of crap on this issue and always has been.

Using your imagination to assign powers to the Vice President that don’t exist in the law or the Constitution does not bring said imaginary powers into reality.

The Constitution gives the VP the power of proceeding over the certification, but doesn't specify more. That power is a political office, and it certainly would have been within Pence's power to suspend the certification and kick it back to the states whose legislatures had suggested he do so.

He could have also resigned rather than proceed, in which case the certification would have had to be postponed.

He just rolled over for what he knew was a fraudulent election.

If you're not willing to fight, there's no point in pretending to resist.
