Actually they can. A prop gun is just a property gun, meaning it’s being used on the set. So a prop gun could very well be a real gun.
But yeah, you’re on the right track. A prop gun shouldn’t be able to shoot. Why they still use real guns is beyond me. A fake gun plus special effects should do the job just fine.
The media kept using the term “prop gun” but it was actually a real gun. Prop guns don’t shoot live rounds. Unmodified blank guns won’t chamber and fire live rounds.
Some sets will use actual guns as props to be more realistic, i.e. produce muzzle flash. If the gun is semi-auto it is modified to cycle when using blank rounds. However, I’m not sure if or how revolvers are modified.
