I BELIEVE that special effects cost a lot more than a gun that shoots blanks.

I know nothing about making movies. However, i would guess having any post production special effects added in to the film cost many times more than the cost of a “blank” round.

In the old days that was true. But with computer editing software, darn near anything can be done cheaply now.
