I’m finding it hard to “process” the part about Lizzie and Phil being shape-shifting lizard people.
That’s where I hit a stumbling block, too. I tend to believe her on the rest, though.

Perhaps a traumatized individual can be led to believe or see such things, either through hallucination or implanted memory. Seeing this would be true for the individual, but suspect to everyone else. This would render any warning from the individual suspect and therefore moot.
Having said that….hasn’t Q said that if we knew the whole truth some would go mad? Not exact words, I know. If the truth was so absolutely crazy that no one could believe it, It could be hidden in plain sight and even we could refuse to believe it.
Once I watched this video and others, I left with two thoughts.
The first is Hollywood’s made for tv series “V” which had invading aliens (lizard people) who could disguise themselves as humans. (In our face sort of thing)
The second, I recall that Satan deceived Eve in the garden…as a serpent.
Do we believe this is a battle between good and evil? Do we believe evil can deceive? Do we believe evil can mislead?

These are all actors and their circles. Actors and spies. I’m sure they can “shape shift” with the help of costumes, makeup, and special effects quite well. In fact I’ve read a reliable source who states that many of the alien abductions were perpetrated by the derps with operatives in alien costumes.
I have adopted the attitude that, no matter how unlikely, anything is possible.
Reptillian space aliens masquerading as humans? Highly unlikely. Not impossible.
