How in the world did the elk get a tire around his neck? Probably the same way that young seals in the YouTube "Ocean Conservation Namibia" videos get straps and fishing line stuck around their necks. They pick up the loops with their noses to play with them, then the loops slide onto the seals' necks, and stay there. Then the seals grow up.
At least this elk was not slowly strangled by the tire as he grew up.

The bottom pic sans the antlers...
The loose fit of the tire, neck size and head size gives the impression that every time the elk grazed or drank water that the tire would want to slide off.
Once the antlers begin to grow each Spring, the dude was stuck with bling for the rest of the year.

That makes sense. It’s kind of like soda pop cans with plastic holders. They end up in the water and kill marine life. IIRC.
