Why would that happen? Couldn’t we tell that because the ships would be higher in the water?

Fact is we make too little and buy too much from China as well as other countries.
This goes back to the beginnings of the Just In Time production system. Now there is noplace for the ships cargoes to be placed while other cargoes are loaded, as the warehouses and storage lots are covered in condom(iniums)s now. The limited number of frames to carry the containers, the limited hours drivers are allowed to work, the limits on longshoremen’s operating hours are all contributing factors.
In effect, we are in the midst of a perfect storm of shipping shortfalls due to short-sightedness and intentional neglect. Then there is the greed and need for micro-managing of the left.
