It granted the states broad authority to deal with everything else. This is why governors like Cuomo, Murphy and Wolf were able to force covid patients into nursing homes while basically ignoring the alternate facilities such as the Javits Center and hospital ships that the federal government provided out of fear they might make a former president look good. And while that didn't work out so well for their states, it did allow others such as Florida, South Dakota, Arkansas and others to experiment with far more humane covid policies.
Which, by the way, also turned out to be way more effective as well.
