Sometime back Pinellas Country restricted ‘campers’ to people who signed up in person - the idea being that Pinellas Country residents should get preference. If he did a switch from one RV to another the campground area would be a logical choice... or the South Beach area overlooking the Sunshine Skyway Bridge since almost no one goes there.
He could have gotten one of his friends to rendezvous there to pick him up in the middle of the night, too bad he's murdered all of them.
