Congressvermin rarely read the whole bills. Too long (intentionally so by the vermin who write them). Their aides read them, no doubt different people read different parts, and report to said Congressvermin.

One of the many things that need to be changed - Congressvermin need to write the bills themsleves, no lobbyists (usually the case) or the industries or entities that the laws are regulating (GRRRRRRRRRRRRR).
