Back in the 60s, they had foil-backed fiberglass insulation batts that were used in home construction. Bad for radio signals, but did have some benefit apparently by reflecting heat.
Yes I put a lot of those in attics.
I think the treated paper backing is probably a lot less cost to mfgr.
