What they are saying is after three months the level of antibodies in the bloodstream is so low that a “booster” shot is required. If a “vaccinated” patient is ill with a “breakthrough” case of COVID-19 without that booster, they will be counted “as if” they were not vaccinated.

After three months? Who is finding these low antibodies? It looks like someone is making assumptions rather than making scientific statements.
A more accurate explanation is that the people being examined have depressed immune systems--people with AIDS, for example--and have immune systems that are not producing antibodies even if primed with vaccines.
