As I already stated: Unless Biden actually used those words in the clip, the headline should not phrase it in that way.

The declaration of war he is referring to is against the states and their governors.
1) Biden is threatening to act over the heads of governors in his address.
2) He assumes dictatorial and unconstitutional powers.
3) He is announcing forced injections for tens of millions.

Look on the right and you'll see a headline under breaking news:
'Biden declares war on DeSantis and Abbott: 'Get them out of the way'
So this "declaration of war" assertion is not just made up, it is widely interpreted as that.
The video does not lead to the speech but an analysis of the speech.
There is nothing wrong with the headline to my eyes.
