Why would someone throw 726 instances of deaths in there, with hardly any info to go along with it?

Why would someone throw 726 instances of deaths in there, with hardly any info to go along with it?

To have 726 instances of death incorrectly counted as a single death (the database will not read the comment and will count the VAERS ID as one individual) and the information was omitted as they don’t want people to have that information, they just want to be able to say they reported it.
I believe it’s possible they were supposed to report those deaths all along but are now afraid of being exposed and just ‘dumped’ the information out there in a way that causes an undercount and doesn’t reveal data (e.g., how many were children, etc.)
