Because the patent has expired and it can be sold generically very cheap.

The patent has expired. Ivermectin is a generic drug. Even if it was approved, insurance companies would not pay for the Merck version because less expensive generics are available.

Because their patent for Ivermectin has run out and it is now sold as a generic. They are working on a new drug they hope to bring to the COVID market.
