With today’s resignation of AZ (D) State Senator - Navarette, does that make Paul Boyer’s NO vote irrelevant?

In other words, does the Arizona Senate now have enough votes to find the Maricopa Board of Supervisors in contempt, in spite of Paul Boyer?
