HAARP is a defensive thing, does not affect long distance.
If he’s right, maybe defending against incoming from over the North Pole or from Russia (doubt it) or China?
When I saw General McInerney’s telegram post, I looked for information regarding HAARP... trustworthy sources are extremely difficult to find. Then had to take care of husband and lost track of what I was doing!
