We cannot be in a "state of emergency" forever. Surely there must be some criteria or hurdle that needs to be reached before an emergency can be declared, and thus rescinded when no longer met. Why haven't Presidents done this all along? Just declare a 'state of emergency" and do whatever the hell they want?
