Maybe, but why would he use shorthand when in other places he plainly used “no such agency” ? Everything has meaning. Misspellings have meaning, etc.

WHAT NO SUCH AGENCY is grammatically incorrect. He's asking WHAT AGENCY. Answer: the NO-AGENCY. He knows we know that that means.

That's why the short-hand, in my opinion.

A dash is added, and the word “such” is missing.

There may be a clue in what was added and what is missing.
