Each pacap contains time&Date, from and to address, plus a message or portion thereof.
Kinda like watching a movie from netflix. Netflix sends you packets of data, placed in order by your computer, so you can watch the movie.
Mike has the pcaps that changed votes for biden and President Trump.
And he said he’ll be holding a “mock election”, running the ACTUAL data from the pCaps. It’s supposed to show what the outcome really was before China and their RAT cohorts made their move.
