Aren’t those medicaid payments based on the individual resident benefits? So basically he’s denying the poor elderly benefits, and punishing the people that worked there through the pandemic, that were not long ago “heroes”.

CMS can force the transfer of residents for non-compliance.

From what I can gather, the state stepped in back in July 2020 due to complaints about understaffing and other issues. Nothing COVID-related.
