Why should the President of the United States remove U.S. Troops from a U.S. Fort, based solely on a request by the state government.

I suppose you think it fitting that we should give up Guantanamo Bay because the current Cuban Government does not want us there.

It ceased being a US Fort when South Carolina voted to leave the Union. It was deeded over to the US Government for the expressed purpose of defending Charleston South Carolina, and since that was no longer the responsibility of the US Government, that fort no longer belonged to them.
