What the heck is a free State in the realm of a Federal Constitution? Every State was not a sovereign entity in a "Balkanized" territory, they were at the mercy of a highly imperfect Constitution for the most part. CSA decided to become balkanized and got there ass kicked by the Federal overlords. No State was a "free" entity, lol.
