Why are the rates of covid rising among the vaccinated?

The vaccine doesn't recognize the mutated covid virus (delta variant).

Or the ~~vaccine~~ experimental treatment caused it to mutate.

People exposed to SARS in 2003 have immunity to COVID-19 but people who took the experimental treatments don't?

Did the experimental treatment strip away the immunity they would have built since being exposed to COVID-19 in 2019?
