the history shows:
The responsibility of the Capitol Police was transferred from the Commissioner of Public Buildings to the Sergeants at Arms for the U.S. House of Representatives and the U.S. Senate in 1867.
In 1873, the Capitol Police Board was established, and the Architect of the Capitol was added to the Board.

Blacks are overrepresented based on population, in the civilian force. they have the #2 slice of the pie when they are the #3 in population. Latinos as #2 in the population have hardly any slice of the pie.
Latins should be jumpin straight up and straight down calling for equitable diversity.
Neither of these documents shows any inkling of “expanding” outside of D.C.
