Blame it on my misspent youth, but first thing pops into my head when confronted with "SAM.." is: Surface to Air Missile, particularly those produced by the Russians and Chinese and used against us in VN and later.

Well, the mil don't use SAM, they use SIERRA if I'm not mistaken. But then, is the executive branch military or civilian?
