I am logged in on Telegram, and yet I can’t seem to make sense of these instructions. I don’t see a “start messaging” to click, so can’t even get to first base!

Those instructions were if someone didn’t have an account and was clicking on a telegram link from a smartphone.

They were the steps I used, since I don’t have a telegram account.
