So the military code of justice is subject to pronouncements by the AG?

Through Congress, the UCMJ is Fed law. Tribunals would use the process of the UCMJ, not the punitive articles of it. The vast majority of civilians aren't subject to it. The AG can pronounce all he likes, if Tribunals are conducted or have been conducted his pronouncements don't mean anything. I used 'anything' so this post would be Bigg Red safe.
