One can get paint that isn’t visible in regular light, but glows under a blacklight.
That does look like black light paint. The reflection is topical, rather than internal - particularly the vein on his hand. A black light source couldn’t penetrate flesh and that ‘vein’ looks like he painted the ridge of a vein in his hand.
